Early in 1994, as a result of the armed uprising in Chiapas, the state of Guerrero is militarized: the Judicial and Federal Police install several roadblocks and carry out helicopter surveillance to search for guerrilla groups. The CG500ARI organizes marches in support of the Zapatista Army of National Liberation (EZLN).
28 September 1994: ex-governor José Francisco Ruiz Massieu is assassinated.
The organizing forces of the indigenous movement in Guerrero faces many obstacles along the way. In 1994, father Mario Campos Hernández, the driving force behind the establishment of the Community Police, is attacked while traveling. The State Department attributes the attack to a “gang of hijackers,” but community members confirm that it was the Commissioner of Santa Cruz El Rincón himself who paid the “assailants.”
