1 December: Twenty militants of the Revolutionary Armed Forces of the People (FARP) burst into the town centre of Nazareno Etla, ten kilometres away from the city of Oaxaca. They hold a political meeting, distribute propaganda and demonstrate against “the neoliberal project” of President Vicente Fox. They declare themselves independent from both the EPR and ERPI. According to witnesses, the militants carry large-calibre weapons, apparently AK-47s, and dress in black uniforms and ski masks. The incursion takes place on the eve of the visit of the President to Oaxaca City.
8 December: The Oaxaca State Congress unanimously approves an amnesty law which mainly benefits 61 imprisoned Zapotecs and 250 others who have outstanding arrest warrants against them for alleged links to the EPR.
