Among the states that compries the Mexican Republic, Guerrero is highest as regards its poverty rate, followed by Chiapas and Oaxaca. (National Council on Population, CONAPO, 2010)

37 municipalities of Guerrero are considered to have a very high level of marginalization and 36 of them a high level of marginalization. They are located in the Montaña region, Costa Chica, Costa Grande, the Sierra and even in popular neighborhoods of Acapulco (CONAPO 2010). Cochoapa el Grande is the poorest municipality in Mexico (UNDP 2008).
